Jesse is right. Virginia is not the only state that adheres to the Dillon Rule, but it is the only state that marries that adherence to a local government structure that has cities and towns that are independent of counties. http://www.pettitcompany.com/html/va_cities_and_counties.html Besides Virginia’s independent cities, there exist only 3 others across the U.S.: Baltimore MD, St. Louis MO, and Carson City NV.
