First, the costs of the investigations and prosecutions will be eliminated. Secondly, thousands of service members will be retained, who are currently being lost (booted out) after an expensive training and experience investment in the discharged persons. THird , increased productivity without the threat of investigations, prosecutions, counseling and in some cases medical and psychiatric treatment for service persons facing outing threats.
