Usually the cops would converge on that type of activity pretty quickly.

Were the officers told he was coming and allow him to make his statement (especially since he announced his intentions way in advance of walking over)?

I also think the Park Police have something to answer for in stripping his insignia.  They are not a military branch or senior officer and have no jurisdiction to make that move.  Someone did that to humiliate the Lt. and should be reprimanded or fired for over stepping his authority.]]></description>
