		<description><![CDATA[The House version passed last year, but the measure was not taken up in the Senate.  This year is a new congress so last years passages do not count and the issue will have to be re-introduced in the House.  As the membership hasn&#039;t changed much, it is fair to predict this years outcome based upon last years vote.]]></description>
