		<description><![CDATA[Mr. Catania has good intentions, elevating the position to be closer to the Mayor; it was like that during the Fenty administration, obviously unofficial. The problem is the social disparities that the city faces, mostly on ward 7 and 8, in which the cases of AIDS are high as well as unemployment, The government can not control the disease until a more aggressive social infrastructure be develop on those wards combine with education and testing. This is a disease mostly of the poor’s and as fares’ we continue to ignore that only a holistic approach might change the HIV infections. All efforts to have the agency at a higher level of the government will be vain.]]></description>
