Frank assisted me with a high level Security Clearance issue while working overseas with a defense contractor for NSA in the late 1980s. He fought hard! Frank-style. My case, not fully getting all we wanted, did in fact change a significant policy (for those times, late ’80s/early ’90s) for 40,000 civilian employees at NSA about 1990. I was only one of so many, many people Frank helped with endless energy and devotion for the cause! May he now rest in peace knowing we, all of us, will continue the fight in some form or fashion.
