Many people with HIV who have relied on Ryan White CARE Act programs--e.g., for medications, through the AIDS Drug Assistance Program, or for insurance premium assistance--are being moved into Medicaid programs. In Connecticut, we are one of the few states implementing early the shift into these Medicaid programs that will be in (presumably) full effect by 2014. In the Medicaid for the Employed Disabled program, an HIV+ individual can receive medications and medical care and earn up to $75,000/year. The premium is based on income. The Affordable Care Act is all about streamlining, integrating care, and moving people with chronic illnesses, including HIV infection, into "medical homes" (much like Whitman-Walker is now becoming in DC for a segment of the LGBT population) where they have a sort of one-stop-shopping location or network of community organizations to serve their various needs. It's actually a very good thing for people with HIV--and I say that as one who has been writing about HIV/AIDS for 25 years, and as someone also living with HIV for the past six years.

This should have been happening anyway, but certainly now would be a good time for all "HIV/AIDS programs and certain government programs that help LGBT people" to conduct thorough analyses of their activities to assure they get the maximum bang for their depleting buck. As a devil's advocate, I wonder how much money has been wasted over the years???
