Yazmin Vash Payne’s former boyfriend turned himself in to police after her murder.

VAN NUYS, Calif. — Los Angeles police suspect a man killed his transgender girlfriend before setting their apartment on fire.

KABC reported that firefighters who responded to the blaze around 5 a.m. on Jan. 31 found Yazmin Vash Payne stabbed to death on the kitchen floor of the apartment she shared with Ezekiel Dear.

The Los Angeles television station reported that Dear walked into a local police station two days later with his pastor and turned himself in.

Payne is among three trans women of color who have been reported killed in recent weeks.

Ty Underwood was shot to death in Tyler, Texas, on Jan. 26. Lamia Beard was killed in Norfolk, Va., on Jan. 17.

“The lives of transgender women of color need to matter to all of us,” said Chai Jindasurat of the New York City Anti-Violence Project, which coordinates the National Coalition of Anti-Violence Programs. “We all must take immediate action to end this epidemic by supporting the leadership of transgender women of color, public awareness and respect campaigns, speaking out against this violence, and protecting transgender people from harassment and discrimination.”

    Yet Mayor Bowser continues to drag her feet in restoring MPD's core GLLU unit (with its safe, accessible Dupont police substation) to its full prior strength of EIGHT sworn officers, including a full-time sergeant.

    Why is Mayor Bowser silent in the face of obvious anti-LGBT employment and advancement discrimination at her police department (MPD)? Any police department which has a record of repeatedly harassing and discriminating against its own LGBT police officers is also likely discriminating against LGBT residents and businesses that PD is sworn to serve and protect.

    Where is a pledge by Mayor Bowser to actively recruit professional LGBT police officers to MPD?

    Any city mayor who doesn't care about protecting the lives and physical safety of its LGBTQ residents (50,000+ in DC) as well as the patrons of LGBT-owned businesses is engaged in anti-LGBT hypocrisy and discrimination of a very high order.

    Gay identified survivors remained the majority of those reporting to NCAVP member programs. In 2013 42.8% of total survivors identified as gay, similar to 2012 when 41.7% of those reporting identified as gay. Lesbian survivors accounted for 23.8% of total reports to NCAVP members,remaining consistent with 2012(24.5%).

    Transgender survivors were more likely to face physical violence and discrimination due to IPV, and more likely to experience IPV in public spaces. Transgender survivors were 1.9 times more likely to experience physical violence and 3.9 times more likely to experience discrimination within IPV relationships. In addition, transgender survivors were 2.5 times more likely to experience incidents if IPV in public spaces.
